Is a rental freeze the answer to Australia’s housing crisis?

Australia is currently grappling with a severe shortage of rental properties, a situation continuing to drive prices up for tenants. Recent data from PropTrack paints a stark picture of the rental market, revealing a significant year-on-year increase in rental prices across the nation’s capital cities. With combined capital city rents soaring by 13.2%, reaching an average of $600 a week, it’s evident that the affordability crisis in Australia’s rental market is reaching alarming levels.

Analysts acknowledge the concerning trend but note a slight deceleration compared to the previous year. However, this moderation offers little solace to renters, especially in cities like Perth, Sydney, and Melbourne, where rental growth remains robust. The situation is dire, with rental affordability hitting record lows, as highlighted in the 2024 Anglicare Australia Rental Affordability Snapshot.

According to the snapshot, housing availability has not rebounded since the onset of the COVID-19 pandemic, with average rents now $200 per week higher than pre-pandemic levels. Shockingly, not a single property across Australia is deemed affordable for someone on youth allowance, while just three properties are within reach for those on a JobSeeker allowance. This affordability crisis extends beyond low-income earners, affecting a broader spectrum of the population.

The rental market’s extreme conditions are exemplified by a record low national vacancy rate of 0.7%, exacerbating the challenges renters face. Families, single parents, and individuals on various income levels are struggling to find affordable accommodation, with only a fraction of rental listings meeting the criteria for affordability.

In response to the escalating crisis, housing advocates are calling for urgent policy reforms, including implementing rent controls. Rent freezes and rent caps are among the proposed measures aimed at curbing skyrocketing rental prices and safeguarding tenants from exploitation.

As the name suggests, a rent freeze entails a temporary halt on rent increases for current tenants, with potential restrictions on raising rents for new tenants as well. This measure aims to provide stability for renters and prevent arbitrary hikes that exacerbate housing stress.

On the other hand, a rent cap imposes limitations on the frequency and magnitude of rent increases. Whether it’s a fixed dollar amount, a percentage of the current rent, or tied to economic indicators like the consumer price index (CPI), rent caps seek to ensure affordability while allowing for reasonable adjustments.

However, the effectiveness of rent control measures remains a subject of debate, with research yielding mixed findings. Studies from the USA suggest that while rent control may initially alleviate housing costs for some tenants, it can also have unintended consequences. These include a reduction in rental properties as landlords seek higher returns elsewhere, a mismatch between tenants and housing units, and potential neglect of rental properties due to reduced incentives for maintenance.

Despite the complexities surrounding rent control policies, there’s a growing consensus that bold action is needed to comprehensively address Australia’s housing crisis. Anglicare Australia has proposed a multifaceted approach, advocating for tax reforms and increased federal investment in social housing construction.

To truly tackle the housing crisis, sustained government intervention is essential, with targeted investments in affordable housing initiatives and long-term policy frameworks. By prioritizing the needs of renters and fostering a fair and accessible rental market, Australia can take meaningful strides towards housing security for all its citizens.

While a rental freeze may offer temporary relief for tenants grappling with exorbitant rents, it’s just one piece of the puzzle in addressing Australia’s housing crisis. A holistic approach that combines rent controls with broader policy reforms is necessary to create a rental market that is equitable, sustainable, and accessible to all Australians.
